Cuban scientists denounce ban on their articles in the US.

March 18: The Cuban Academy of Sciences has condemned the decision by the US
Office of Foreign Assets Control of the Department of the Treasury to
prohibit the reviewing, editing, or modifying in US scientific journals,
papers by authors from countries subject to "trade embargoes", including
Cuba. Those who would do so, would have transgressed the Law of the USA, and
could be imposed elevated fines, and even incarceration.

In Britain, Ian Gibson MP, Chair of the All Party Cuba Group has tabled an
Early day Motion in support of Cuban Science. As of March 22, it had
gathered 24 signatures:

That this House decries the absurd attack by the US in banning the
publication of articles by Cuban authors in US scientific journals; notes
that Cuba has been under a trade embargo since 1960 and yet Cuban science in
its application in medicine and agriculture is acknowledged to be world
class; and believes that this was clearly demonstrated at a recent
conference in Parliament hosted by the All Party Group on Cuba and at the
Wellcome Trust.
